Drugs change the chemical balance in the brain (often by manipulating receptors to increase intake). Once the balance has been changed, the brain seeks to keep the new balance (as the new standard). This is part of how tolerance works as well. You have to go even further than the new balance in order to feel the effects as strongly as you once did.
When you stop taking the drugs the balance goes back to how it used to be, but the brain seeks out the drug to correct the balance to what it thinks is right.
You are correct in that the level of a person's will is a factor, but it is a far more powerful pull than just a craving. It's more like starvation.
Any university degree that involves the brain will probably teach you this in your second or third year.
