yes i would like to get true 5.1, not some simulated version.

You did not mention what kind of speakers you are planning to use? Also what is your budget for whole system? And how big is your room? Do you have any other parts yet but TV?

Going to need to know not only what kind of speakers you're going to hook up, but what kind of source components you're going to connect to view/play on the TV (DVD/Blu-ray/Cable box/Gaming consoles/etc).

so i have a small room, not even medium sized, just a bedroom that i will be using it for

i only have the TV so far and a shitty $50 5.1 system from logitech. i dont think its true 5.1

I have a PS4 i sometimes use and i often hook my PC up to my tv to watch movies and tv shows. i never use the cable tv with coax. and i dont have a blu ray player nor will i ever need one.

not too sure on the budget or the speakers yet. i would prefer to go on the cheaper side, but it seems like the A/V receiver will cost the same as the speaker setup. i would like to probably spend under $250 for the speakers. but then the A/V receiver i would be tempted to just get used if i really need one just to save money. the speakers i would want to buy new. but i would like to save $200 bucks and not buy an AV receiver if possible

With that budget soundbar would be only option, that wont be surround and will sound quite poor as well.

If you want good surround setup you will need a receiver and proper speakers. You could start with stereo pair and add more when your budget allows, as good stereo pair will sound better than soundbar/poor speaker setup. Then add centre / sub(s) and surrounds last.
