I mean sure you can get faulty parts but can happen no matter where you buy parts from. I'd like to see anything
showing they admit to selling refurb parts as new. They have refurb system and when you do repairs on out of
warranty/dated hardware they may use a refurb cause new isn't possible to be obtained anymore.

I'm not advocating for them but I find it highly suspect this is the first time I'm hearing of this policy.
Bet you just read some random article out of context or found the exception to the rule online.

also microcenters powerspec pcs are kinda descent deals, but if you have microcenter near by you could get many great combos too lol
