I had a massive issue like this when i upgraded to windows 10 i moved my diablos across from a hard drive but the lag was so bad i couldnt even play.
found out what was lagging me after a few days.
Windows 10 doesn't need need a compatibility setting set since updates.
right click properties over desktop icon go to compatibility and shut it all off

Chances are its not your net or your pc , this issue is common on bnet old ass servers.

Some days I'am fine ping barely moves steady 31-46 ping others it spikey as hell.

I'am guessing its a laggy server on route to bnet , nothing you can do but ride it out.
