Kim knows he can't pass a certain line, but he is inching towards it, anyway. He doesn't want to step on it because an Act of war would mean USA could invade NK with the consent of China, because they don't like either Kim's actions, unpredictability and uncontrolability. If NK would make an act of war China and USA would make a pact and they would invade it together or split it in half. China is in the middle of modernising its army so they don't want war yet...
