They have all of the attributes of a monopoly that I am aware of. There are only 2options for internet service providers (Comcast & Verizon), there is no substitute (closest thing is cellphone wireless, but there are 2-3 options and they don't really compare to broadband providers), and comcast/verizon own the established and necessary infrastructure for service, this infrastructure presents significant barriers to entry and the two ISPs have the power to set prices.

What am I missing/misunderstanding?

In some locations they are. Comcast is the only high speed internet company available in most of Baltimore.

well, does this rule out customers explicitly denying their ISPs the right to trade their browser history? as far as I understand it, this only means that the "default setting" has been switched from "not allowed" to "allowed".

how are they not in most areas?
they dont compete unless google decides to play, they keep pushing for more protection for them selves, they have terrible customer service could give 2 fucks about the consumer, sounds like a monopoly

Difference is you had a choice to use the internet via google facebook etc
isp's are basically region based monopolies

Now your only option is to use VPN's
