Ok thanks guys, I have reported the offending user. I hope this place becomes better every day

maybe he got a suspension and made the new acc to bypass it. thats a normal procedure during these bans and totally fine with the rules.

Incorrect.
It is never ok to make a multi account.
If you are suspended, you are suspended for a reason.
If you cannot login due to forgotten password etc, there is account recovery.
If you are banned, you are not allowed back on the site, period.

There is no situation where making a multi account is allowed or ok.
