I imagine that's how it started. That and the fact that it's literally empty space and it doesn't take much work to start building.

My mom lives out there about ten minutes from the strip and I visited her in January. It's disgusting how packed together everyone is and how many people actually live out there now.

It's a fantastic idea to move a team out there when it comes to making money. Probably be sold out every single game from people just looking for something to do.
