does 209 psn sc and 251 psn sc are prepatch like the 290 one?

and anyone know from which version the 290 one are?

This is because you can't get one anymore.

The way in which poison damage on charms with two poison damage affixes is calculated changed in one of the patches (not sure exactly which one except that it came after 1.09, and it wasn't 1.12 because that was solely the no-CD patch).

Toxic Small Charm of Anthrax, the most commonly used poison small charm, was the 290. These affixes can still drop or be cubed for, but because of the changes to the item generation mechanics, they produce now a small charm with 313 poison damage, not 290.

Similarly Pestilent Small Charm of Anthrax (which is stronger, but not used so much because the Pestilent prefix on small charms was rare and is now rarer still - I believe only Diablo, Nihlathak, or Baal on Hell are able to drop this prefix now. In 1.09, it was much easier, though still rare, to find these affixes because at least half of Hell difficulty featured only level 90-93 mobs while the maximum level mob since 1.10, other than Ubers and the three noted bosses, is 88) used to be 383, but the calculation changes now cause it to be a 451 instead.

here are all the possible rolls if both a prefix and suffix spawn poison
the numbers are off a bit because the way the game rounds them makes no sense.

understanding 'why' is more important than understanding individual numbers

different affixes have both a duration and a damage per second. Duration comes in total frames (25 per second), damage per second comes in bit rate (1/256 damage per frame)
when you have a single item with multiple affixes of poison damage, the total value of the poison from that source adds up both the duration and the damage per second. Ie (dps+dps) * (duration+duration)
when you have multiple items all with different sources of poison damage, only the dps is added, while the duration is averaged. Ie (dps+dps) *((duration + duration)/2)
each charm is a different source, each socketed item is a different source, etc

toxic small charm of anthrax has:
>toxic affix: 205/256 damage per frame for 125 frames
>of anthrax: 86/256 damage per frame for 150 frames
so together its 291/256 damage per from for 275 frames = 312.59 damage over 11 seconds, which rounds up to 313
