I doubt they get it through. It's really a lose-lose situation. If it doesn't pass, Trump failed to close the deal on the first major hurdle of this piece of legislation. If it does pass, it's going to force the administration to keep focusing on it, and in the end it'll probably never get through the whole legislative process. I never understood why they chose to tackle this issue first.
