chance to get 3x staffmods is 1/10:
10% chance to get 3 skills
30% chance to get 2 skills
30% chance to get 1 skill
30% chance to get no skills


with high enough lvl char, the default staffmod tier is 5

staffmod tier selection is probabilistic:
20% chance to get +1
50% chance to stay same level
20% chance to get -1
10% chance to get -2

For a given staffmod, there is chance for getting +1-3 skills
10% chance to be +3
20% chance to be +2
70% chance to be +1

This wand has 3x +3 staffmods maxed, tier 6 tier 6 and tier 3
Total probability without counting the failed socket:

1/(604232/145 * 10(3 staffmods) * 250(tier 6 +3 lower resist) * 250(tier 6 +3 pn) * 500(tier 3 +3 terror)) = 1/(1.3021875 * 10^12) ~ 1 in a trillion
