Just a rough guess... cut the tops of those carriage bolts...OFF. Use a hacksaw or a saws-all.

yea before i saw these replies, i had someone help out and look underneath. the frame of the feet rest was hitting the carriage bolts a bit and i used a hacksaw and cut several down. but now its much better, although if i lean forward a bit and try to close the feet rest, then it still slightly hits something, but only if i lean forward. but now its much better and awesome.

only other issue i have is when the feet are extended and sometimes when they are not, when i first sit in the chair or get out, sometimes the chair wheels in the back get off the ground lol.... a bit unstable as far as weight goes to keep it to the floor, but its not too bad
