What is the best potion to make to train herblore with the least amount of GP loss?

probably not the answer you're looking for but cleaning herbs will get you xp per hour and also a lot of profit
cadantine cleaning, according to wiki, is 975k/hour profit

another way is farming your own herbs, making your own potions, and selling the potions for profit (a lot slower however)
