Had one couple of ladders ago. Tried pretty gg nagas, bh-s and clegs on him. He sucked equally bad with all of those. Well, maybe not exactly equally.

+40 ias bh-s with some +170 ed and some other nice shit worked best on my frenzy imo. "Worked best" is a relative term as he sucked with those too. Just a really little bit less.
Guess frenzies are just not meant for classic. At least not for pvm (don't know about pvp). Invest some pts into taunt if you do, it helps keeping rapists away.
