Is it possible for someone to Gift a wow Token / Time to someone who ran out of subscription?

You still need to be ingame to activate it, make a ticket asking blizzard for a day or two of game time saying you're about to buy a token and they will probably give it to you

I swore I read somewhere that if you have the gold on an inactive account, you should be able to purchase the token(s) to add time

this is false
you can use wow token from character selection, or if you have enough gold to purchase the token on the acc, you can do that from character selection and it will siphon the gold equally from your characters

e: to answer OPs question, you cannot gift wow token
