whats the best dh build for non seasons?

depends on what you like using of skills.

Speed Rifts: 1. UE Multishot 2. Shadow Impale
Grifts: Tossup between Shadow Impale and LoN FoK, I believe

I prefer UE for speed and impale for grift

marauders is safe, but too slow to setup your kill zone with sentries. nats just sucks all around. never tried lon, so cannot speak to that.
