Scammer tags are locked and cannot purchase a namechange. If they are unlocked then the issue was resolved and the person no longer deserves the scammer tag, thus shouldn't be considered as one.

Just track the ID, or block the member from sending you pms, then you will have him in your block list and can check it every day if he changed his username or not.
