More specific use (what games, what programs): latest mmos, Fps etc.

This guy is RIGHT on the money..but do not! get a Gigabyte the cards are ok but if anything happens the customer service iis shit. i highly recommend going MSi or evga.
I would also consider paying more for windows 7 ... none of this windows 8/10 shit.

You do realize that windows 7 will not have support for long? Microsoft will only be supporting 8.1 and 10 moving forward

OP. here's one that actually falls in your budget

You will be using the stock cooler, upgrade it later if you need to...go 212 if you want a value-friendly option or an corsair water cooler for a higher performance option, you will also need thermal paste

Enough left in the budget for a CD drive if you need one (they do still come in handy) or if not you can pick up a fan or 2 for the case

Sound card is built into the motherboard, unless you plan on running some pretty high end audio sources and great headphones you will be fine with it, if you find that you still want an audio card, add it later

As for monitor, stick with what you have for now and upgrade that later too...otherwise you will be looking for a lower i5 and something like a 1060
