To answer your question about what charms are best...
For charms I recommend Ice. They offer very steady average damage. Though sometimes its nice to have a higher dmg range... The crits can certainly be nice. Maybe some lightnings.
Personally I have a very nice wind set on hardcore that I like.

As far as stats, of course you should be looking for enhanced effect. Some good side mods would be max mana, max life (esp on hardcore), or intelligence.

Oh my though what am I thinking.. this is a barb we are talking about.
Any ole type is good but I'd try to find something with dex or str. perhaps some max life
