Maybe it's changed since I lasted played, but I seldom ran into lag on bo3. IW is a different story tho.

IW is too MIT, as Treyarch is too Trenton Community College. IW can afford awesome game engines. Treyarch can afford mediocre game engines. (and if they can afford why does their engine blow?) Like going from ID engine into Valve engine.... yeesh.
