Can someone please help me resizing my animated signature to fit the rules: not exceed 400 pixels wide by 150 pixels high and not exceed 70 kilobytes for the signature.

I need a little help in resizing the signature to 400x150.
And if it is possible to get an avatar from that picture.
Want the middle girl picture to be cropped as an avatar if don't mind.
