Anything specific that impacts the possibilities to get a war scepter with +2 pala, 10 fcr, 3+ hammer 3+ conc?

Like level on char? or others? Or just plain grinding?

any difficulty, all npcs that sell scepters.

i remember doing that at act2 nm.

afaik drognan has mostly scepters in nightmare

I did it once with 7X char at Ormus Hell.

true, cuz he sells 3 slot scepters in nm, all other sell 6 slots in higher lvl
