A lot of ISPs will block incoming connections to your computer on a lot of ports, in order to upsell you to a business class account.

XAmpp is a great debugging environment, but a dedicated webhost, free or not, will blow it out of the water. I'd look at getting a free webhosting provider and just sync your files and database with it. I use http://x10hosting.com

I'd be happy to help if you go this route.

In my experience, the modem won't do anything as they block the requests before it even gets to your modem. Have you tried a non-standard port? 8080 is the official HTTP alternate port. If you do that, then you can reach your site via 50.27.213.225:8080/path/to/your/site.html

ya ive tried a bunch of different ports 11180, 6667, 8080 etc nothing seems to work
i called them up and they said that if i want to open ports they have blocked i'd have to get my own modem, so i bought a crappy modem off amazon for 20 bucks and i'm gonna give that a shot
