Assuming it won't have any immediate problems but after a year of it you could start to see your power supply have issues.

Balanced is fine. High performance doesn't let your CPU core speed below maximum, and results in unneeded power consumption and heat. Possibly also lowers the lifetime of your CPU.

As long as the cpu is within its rated temps it will not degrade.
degradation due to thermal wear from OC'ing is nto as huge as people think and these are stock cpus.

It will not damage the psu unit either provide its adequately cooled.
