CK are better for all level 18 characters. Which character type would you even use them on?

40/40/40 is nice but it needs to be on greaves or else have 30 frw.

ice blaster or fissure druid are two that come to mind

some caster that does not have high str req, nn greaves on caster

and you can just throw CK on vs. melee, throw the res boots on for vs. caster

CK boots are better for both of those builds. Ice blaster is going to die regardless unless it's on ladder where anything can happen due to an overall shitty player base.

CK boots are better for every caster and every melee in 1vs1 duels. All 18s have a pretty easy time maxing resistances when they need to, so why give up the 10 frw and 23 dex?

This. There are a couple of usual exceptions (a kicker which, like you mentioned, should use rare greaves, and a pair of Treads of Cthon in stash can go a long way too) but generally speaking CK > all.
