Eventually, of course, but it's unreasonable to do that now.

Supplying protein is probably too important when we don't know the students' diets. Though at the same time, vegetables would be by far the most important part of the provided meal nutritionally. I'm not sure, maybe a vegetarian meal would be better since it should be a healthy meal 100% of the time rather than the garbage schools offer now.

parents have to work it off if they don't pay it

have fun cleaning your kid's boogers off the desks and their crap off the bathroom door handles

failure to do so and they should face community service through the courts

The goal is not indoctrination, it is voluntary agreement.

I do think there's a case to be made that eliminating meat from the lunch is optimal from a nutritional perspective. It should be considered at least.

For schools where this is actually a major problem either they need to reevaluate their qualifications for free lunches or they need to aim at the parents not the kids with punishments
