well it won't when you're comparing countries that invest different amounts into sport and have differing levels of economic prosperity. discount for those factors and it would correlate pretty strongly, however even then a one to one linear relationship is absurd

per population of all time: Finland is the winner ^^ 5-6M people country....

basically: high capita & high quality of life are doing the best.

After that you can get 550 people sized delegations extracted from a population of 350 M people: ofc it will bring much more medals...
No way to deny those facts anyway...
