I have a blue snowball mic but it sits to far away from me on my desk for it to be able to pick up only my voice and not everything else in my house.

I'm trying to find a scissor arm that can hold it up as well as a boom protector thing that goes infront of your mic.

Anyone have any idea on good one I can pick up for under 50$? I live in Canada by the way

I personally have the exact same microphone and was in the same situation as you. I invested in the Rode (spelled RØDE) PSA-1 microphone arm and the "Radius" shock mount. However, in total both are way over your budget though, but I can definitely recommend the combination.
The protector thing you mention is called a "pop filter" and can be bought separately, usually very cheap too, then you just click/lock them onto the arm.

For cheap microphone arms you would need to look for brands like Racksoy and Ohuhu, although I would really recommend getting a quality brand arm as the low quality ones tend to diminish in strength super fast.

* Radius, not Ringer (which is for the Yeti)

I'm not sure what music stores you have in Canada, but I found them on the Canadian Amazon:

A cheaper alternative for an arm could be something like this, just keep in mind, lower quality usually = lower longevity. Atleast when it comes to these sort of products:

Do I need that shock mount or will it be fine without it?

The shock mount is not necessary, no. As long as you have an arm that supports 5/8" thread microphones (which is a pretty standard microphone thread size) you should be good to go.
The shock mount is mainly to absorb vibrations and background vibrations, from a table etc.

i have the rode psa1 and a blue yeti blackout
you don't need a shockmount, but if you want one, that's up to you. i don't use one. maybe someday but there's no point for me atm.

best of luck

*e/ for a pop filter just use a sock or two.

pair of socks will put you back around $8 so seems a fair price.
