It's fine to buy past generation parts, but it can be a steep slope into inadequacy and wasted money. Sometimes it's not wise to cut $100 off a gpu or cpu, because 1-2 years later the person is going to feel the pinch of upgrade again, resulting in another purchase just to catch up to where they should have been 2 years earlier. This results in them spending more money in the long run and living with a weaker performing computer. This is the problem with overly tight budget builds. Sometimes it's money better spent if a person can manage to save up a few hundred more dollars.
