ericswanson, you are almost always spot on with your evaluations... but I do believe you to be misinformed for once. What did you expect to see in place of the "useless" secondary attribute? 
...here are the possibilities in place of poison secondary that is a random affix: 
I do like poison resist, but what do you like better? I was sad it was missing 20 resist though 
As for it having a tiny range of options, and not being very rare, I calculate the odds of an ancient perfect primary roll to be 1 out of 1,920 random Obsidian Rings. Whether that is rare or not is a matter of opinion.
