For the record, if anyone didn't correct you already. I will. 20 is the max affix IAS on rare and magic bows.

Readiness 10% Attack Speed Increase Weapons(5), Gloves(20)
Alacrity 20% Attack Speed Increase Weapons(25), Gloves(43)
Swiftness 30% Attack Speed Increase Melee Weapons(34)
Quickness 40% Attack Speed Increase Melee Weapons(46)

Edit: Also it is unfortunate that this specific zvz league completely disregards IAS BPs and aims for raw numbers over arrows sent out. More arrows = more hits = more damage overall. A rare GMB's IAS is capped at 8 frame break point without party assist. Therefore it isn't as viable as a rare 0 ( more difficult to achieve and with downsides ) or -10 speed bow.
