Well, if you read again you will notice 'Level: Beginners' which means it's for beginners from which I came to a conclusion that beginners don't need any explanation on when and how to use it.
They (beginners) are making motion blur signatures, they will get it when they're ~intermediate.
I made this tut so that when the time comes they wont go around asking what's a clipping mask.
But if someone really wonders why they should use Clipping Mask I can explain.
It makes the background look more detailed, more appealing if you will.
You can use it as a 'small' background for text.
You can distort the applied image and it works great when distorted and when clipped on some splatter brushes.
So it basically fills up negative space of your signature.
