Because the problem didn't persist and magnify under Obama?
I think the problem has persisted under Obama but hasn't magnified. Well, it's gotten worse for national security whistleblowers but better for most everyone else.
Obama came into office saying he would do a lot to protect whisteblowers, and he did sign Presidential Policy Directive 19 of the Whistleblower Protection Enhancement Act in 2012, but his administration has also prosecuted more national security whisteblowers under the Espionage Act than any other president.
So like most things with Obama, some good, some bad, and he hasn't done as much as he said he would. Go figure, a politician not delivering on all their promises. But personally I'd like to see him and his administration do more to protect whisteblowers, specifically national security and NSA ones like Snowden and Drake.
National security is certainly a complicated topic with lots of things to consider, but our government and the NSA shouldn't be infiltrating our lives like they do unless they have a compelling reason to do so (suspected terrorist) or have a search warrant. We need to defend our right to privacy and our 4th Amendment, and whistleblowers like Drake and Snodwen should be more protected by our government, in my opinion.
