reforging will always have a higher chance at getting what you want than upgrading a rare if you think about it.
1/10 chance for ancient when reforging. although... the mats needed take longer to farm than upgrading a rare.
i don't know the probability for rare to the legendary you want, but i can tell you its much much higher than 10% :P

Assuming you can get 700 dbs and 4000 white mats per hour you can get around 100 items every 6-8 hours which have less chance to be what you want. You have a 50% chance in 100 items to get the ancient you want, 98% chance in 3 sets of 100.
12-15 min sets for bounties in pub games allows you to get 6-8 re-rolls per hour pending you have the souls. Considering you are getting legendaries at ~ 8 per run in gr 70ish you will have enough souls for 1 hour of bounty mats in around the same amount of time. But you get around 8-10 souls per bounty set as well as 100 white/blue mats.
Very specific items will have a better option of farming whites/dbs AKA anything around 11% chance to be the item you want (yangs, most set shoulder/glove/chest/boots as an example). But if you want a very specific ring/amulet or pair of tasker and theo or something you are better off using the re-roll with bounty mats. Theres actually a calculator to see what you should invest your time in.
Lol, thanks for the breakdown... the moral of the story apparently is to spend your time/fg on bounties to reroll an item a few times, rather than collecting death's breaths while farming rift keys in TX which drop legendaries like crazy and which you also need to do for GRs, which also drop legendaries...

You aren't understanding. You get two random rolls one of which is a secondary. His two rolls were resource cost reduction and max discipline. My two rolls were attack speed and max discipline. His resource cost reduction roll is combined with the auto roll of 40-50 resource cost reduction which makes it looks like he has one less stat.
