You aren't understanding. You get two random rolls one of which is a secondary. His two rolls were resource cost reduction and max discipline. My two rolls were attack speed and max discipline. His resource cost reduction roll is combined with the auto roll of 40-50 resource cost reduction which makes it looks like he has one less stat.

If it didn't roll with disc in the first place then no, you wouldn't waste that reroll on the RCR.
