He's basically saying before the rise of Federalism that John Marshall and Alexander Hamilton pushed for in the early 1800s.

lol, compared from the guy who I just heard on the radio today whining about his Colorado loss and saying that you could just buy votes, but who wasn't smart enough to get in there and actually do anything about it.
