No, they're adding the same trading system that they added to diablo 3. Meaning you can only trade with people you grouped with during the session (mission or dark zone) and you can only trade items that dropped during that session. It's not meant to be a general trading system, just a way for give an item to a friend that you don't need.

Voted yes for sure.
Regardless of how small the community may or may not be, at this point its far more active in the "Other Games" forum than half of the games that have their own.
I just went down the list of games with subforums and half of them only have 1-3 posts in the last 50 days, if any at all.
Surely with the powerleveling/rushing threads alone a subforum specific to The Division would be more active than that, new DLCs and content will also improve that.

i hear next patch coming out you will be able to drop items to give to others, once that comes out then this forum will definitely be needed. even if it is like D3 tradeing still would be nice to come on here and hire people to do runs with you, people who are fully geared and be like, i will pay such and such for each good item you give me

Yes. If not now, it's going to eventually be huge. And even if you have limited trading options a forum could still be used for leveling services and grouping.
