pretty new to the game (13 days I think?) and would like to buy some isk, not sure how to go about it safely, so please inform me via pm or reply to the thread

unless you're trading some huge amount or the person you're trading with is flagged for it...you'll be fine.

ive traded at least 30b~ over my account's life and never had a problem. try putting some junky items in to make it look like a crappy trade lol.
