Cross buy basically means, buy it for one console and get them for all.
To answer your question, no you do not need a PS3 to get Tiny Troopers.
Log into the web based PlayStation Store you can redeem all the PlayStation Plus titles. Then go your PS4 and you will have Tiny Troopers.

In fact, it is a lot easier to redeem your PlayStation Plus content on the web site as opposed to the console. That is where I always redeem all my titles.
You, in fact, should be redeeming every title every month for the sake of it. Once it is redeemed it will always be tied to your account as free.
By the time I actually I got around to buying a Vita I had 10+ titles because I was redeeming the Vita PlayStation Plus titles.

Unfortunately no. Sony has a bad habit making things propitiatory. So it's either there overpriced propitiatory micro SD cards or nothing.

Been playing Stories: the path of destinies today. I am really enjoying it so far.

I started it yesterday,
It's fun but there to much dialog and not enough action

True. But atleast the dialog is semi interesting.
Game feels a lot like Bastion.
