vegas lines are made by vegas bookmakers that take every bet from each side and draw a line where regaurdless of the outcome they make money.

if tx wants to be the bank hes gotta draw his own lines based in how he thinks jsp will bet. he cant rely of others books becuz jsp and vegas bet differently.
