They cannot simply choose to come to the US for refuge, they're pre-screened by the UN, and then placed into a holding camp (for possibly years) before they're placed/released into a country (one that is not chosen, unless they have existing family etc., within that said country).
Once it is determined that they are admitted to said country, there is usually alternate levels of "screening" that take place by many government ran programs before they're let into a country.
If ISIS really wanted to send terrorist into the country, they would simply stick them on a plane and have them fly to that country, they wouldn't stick them in refugee camps to come here.
The media is painting a bad picture for actual families seeking refuge from the Syrian civil war and most of the people seeking refuge simply want to go back home after the war is over.
By your logic, we shouldn't allow anyone to fly to the United States because everyone is a threat.

If it doesn't fit the fear mongering narrative, it clearly doesn't matter! or something.
Everyone knows that the terrorists will take the hardest avenue to infiltrate a country instead of taking the easiest route.
