I was thinking it would be kind of cool and more social if you could hear and reply to other people simply using an audio clip. You would be able to record it within a reply/post chat box instead of having to record with other resources.

Not sure how hard it would be to code this, just though of it earlier.

Voting no. I believe it would not be bandwidth friendly and that there's too much potential for abuse since you're requesting it be hosted server-side.
