Try this:

[Single SSD/HDD]

First make sure to disconnect any other SSD's or HDD's, except the one you're installing Windows on, and that it is formatted as Primary, NTFS and Default Cluster Size

Install stuff in this order:

Unhook Internet
Enter the BIOS and set the SATA Storage Configuration to AHCI, for Windows Vista and above.
Install Windows
Install motherboard drivers
Install vid card drivers
Install sound drivers
Install Security programs
After everything is installed, open Services, and make sure Windows Update is set to Manual.

Rehook Internet
1. Download Service Pack 1 for Win 7 x64 here: http://www.microsoft.com/en-us/download/details.aspx?id=5842
The one you need for Win 7 x64 is marked with the BLUE dot. It can only be downloaded on a Win 7 computer.

Try installing SP1 NOW.

Install Windows updates. ONLY the Important and Critical ones. Read though all those as well, and UN-check any that have to do with vid card, sound or motherboard drivers.
DO NOT INSTALL THESE UPDATES: http://www.forbes.com/sites/gordonkelly/2015/08/30/windows-10-spying-on-windows-7-and-windows-8/
Install utilities like CCleaner, 7Zip, IMGBurn
Install w/e other games or programs you want.

/e Or you can install Win 8.1 as well. Just make sure you DON'T install the updates in that Forbes article.

went through list, still doesn't install, i'll try a clean install of w8.1

AVG is not a good AV for Windows versions, Win 7 and up.

Bitdefender free, is a better choice.

Was it a clean install or in place?

Is it possible that a power surge actually did cause some damage? I know it is unlikely but is there a way to test the video card onboard RAM?

yea it was a complete clean install

did it all over again and this time i ran all windows update before doing anything else, unplugged everything but ethernet cable
completed all windows updates except one that fails (intel management interface) - skipping for now

installed older drivers 352 instead of 355 and it seems to be working now
aero works, windows desktop manager works

will post an update when i've installed some games :)

Very odd that it worked this time but oh well, congrats on fixing it. I would have written off the OS as the problem after the first clean install.

seems to be working now, i believe it was 355.82 drivers that messed everything up
352 works like a charm.

cant remember the performance before the summer but i get around 50 fps in gta v on ultra so i guess it's okay
only overclocked +150 core/+300 clock on gpu and cpu to 4.3

is it worth going higher or will it only damage my parts? my cooler isn't great but temps on neither are hitting above 75 as of right now
