I want to send some graphic work to some friends for their podcast but I have no art-based skills so thought I'd come here.
I need someone who can draw and also make a banner/signature...etc.
I've got two options so you can do either one; whichever you think would be better so it's completely up to you.
Let me know your price.

Option 1:
Comic Book Heros

Caricatures of Spencer & McCrae in the form of a classic comic book cover.
They would both be standing in some sort of superhero costume side by side that clearly shows their faces.
Behind them would be two red chairs like the ones pictured below.
They would be standing on top of the Earth with the universe in the background.

Design:
You can do a recreation of the "Full Body Image" and take their entire outfits...etc and them sitting on chairs and make it a caricature image. -or- You can take an image of their heads and turn it into a caricature. Place their heads as if they're sitting on the chairs.
Either way the background to the chosen image should be the "BB Logo" listed above WITHOUT the words Big Brother.

How much are you willing to pay for this? This is going to be a lot of work....

And Option 2 is quite simple but Option 1 will def be pretty time consuming.

They are both kinda time consuming. Problematic are also the resource images you posted. Those are only/mostly screenshots - therefore you'd have to deal with a big quality loss.
Second problem are the fonts. When you'd like to use these fonts, you have to make sure that one of the designers here has bought a commercial license for that certain font. If not, you'd probably have to add the amount of fg the license costs.
