from level 7x you should be good.
but take in mind that it could take hours/days for shopping one with stats like bh and conc and fc

+2 fc should be fast

Same. As I said, all that is important is to have a Nightmare or Hell game.
Akara is the fastest to roll (with a cow portal), so I usually shop her : nightmare if you prefer Grand scepter, hell for War scepter. Watch the requirements, to make up your mind.
Other merchants, however, have more scepters in store, so that's up to you. A sorc with TK can be used, or a high frw barb.

To shop +2/fcr grand scepter, you need char level 52+
For war scepters, char level 55 is required.
Since some exceptional versions may appear, it could be advisable to use slightly higher char level (even if the price will increase) : at char level 67, any scepter may spawn +2/fcr.

To save some time (and protect your eyes/brain), remember that +2/fcr scepters show a nice green color.
