if you watch carefully at the part when jiren takes interest in the fight around that point his aura changes from a solid blue to a purple if you look closesly. goku has not mastered it yet obviously but he is close. he does have ultra instinct he just cant maintain/regulate it yet. which is why jiren is protected and meditates, he is conserving and recharging his energy. jiren obviously has ultra instinct. what jiren and other gods are worried about is that goku being a saiyan his genetic makeup makes his power almost limitless, meaning he can easily surpass jiren and maybe even grand priest.

In the promo picture for goku's new UI form, he looks the same but his shirt is torn off and he has a red aura in addition to the blue one

Its goku though, 2-3 episodes and he will have it mastered, then kill zen-oh and become the ruler of all universes (the nice goku was just a fake, he foresaw all of this coming and did it to overthrow)
