although they don't really explain the average power level thing, if it's like all life (sentient?) then shouldn't matter much for the top fighters. but it feels like they only rank the top people or whatever as they seem to be using it to judge standing in the tournament. I guess if everyone in the universe stronger it should lead to more powerful fighters but when you look at the people who actually make a difference (goku) it's such extraordinary circumstances that it would be hard to predict. Like you might have more strong people but can't say how strong they are as it gets less tied to the average power level of everyone else as they progress
I believe it was "average mortal level". Meaning that the mortals are superior in most probably, every way. Intelligence, physicality, etc.... Universe 7 has had gods that have taken a backseat and other than incredibly extraordinary individuals like Goku and company, they haven't been involved with helping them at all. The other universes seem a bit different. It appears as though the gods in other places take more of an active approach in trying to enrich the lives (or possibly create hardships making stronger mortals). It's all irrelevant though. It's average, and assuming the scale is to 10, it's quite possible that Goku and the top 4-5 fighters for Universe 7 could all be 10s. Who knows how it all works, but that's the best educated guess that I can put together.
