They are basically just like attribute points in D2. They are there for your spending, but you don't HAVE to spend them.

Go onto console settings-storage and look for any d3 files. Delete all of them and you should have a fresh new game. If you dont want to level just pay someone to rush you in t6 not with modded items.

You can't cheat on the PC version which is why it's better than console.
