While Yes, a Tal's Amulet might be ideal... you can achieve the 6 set bonus w/ boots, pants, armor, gloves, source, helm and not sacrifice Witching Hour.

The reduced dmg from ranged attacks= GOD MODE.

It's an ideal Eye of Etlitch to use for the Arcane Meteor Tal's build... is there an issue?

The reduce damage is not god mode at all.
get to higher grifts and you're oneshotted whatever the fuck you do.
sacrificing WH is no problem with the tal build.

What you need is tal+2plume or tal+balls of steel

The only one arcane damage amu is the moonlight ward with the possible 25% arcane skill dam/10
