A little while ago, the cons amended the hate speech laws to include "national origin". As such, I can say China is a shithole but I can't say the Chinese are bags of shit, legally.
The argument the cons are making is that boycotting Israeli products falls under discriminating against national origin.
This is, of course, a load of shit and isn't gonna stand if it's challenged.
Also worth noting that most of the groups they are taking about, such as the United Church of Canada, only boycott products made in the West Bank. That's a whole other can of worms to be opened.
This is all bark and no bite. Only a tactic in an election year to solidify a key part of their base.
